According to my information from manufacturers, there will be two TBP classes for the upcoming GeForce RTX 4070 (without Ti), which is supposed to be launched in April. The more expensive models or OC cards with a TBP of up to 225 watts should continue to use the familiar 12VHPWR connector (or alternatively up to 2x 8-pin), but the models with a TBP of 200 watts (so mainly the so-called MSRP cards) should be equipped with a conventional 8-pin connector.

The 8-pin is also supposed to be used for the smaller models, i.e. the GeForce RTX 4060 Ti and RTX 4060, which are expected a bit later and are more likely to be used by upgraders who do not want to or cannot buy a new power supply within their already limited budget. In addition, the slightly narrower cases in the lower mid-range could definitely lead to space problems because often enough only installation heights of around 16 cm remain.
From this point of view, it makes sense not to use them, especially since these contacts are also included in the current PCIe 5-0 specification and thus fully comply with the standard. Thus, we will probably only see the 12VHPWR connector in the product portfolio of the GeForce RTX 4070 on the Founders Edition and some 225-Watt models for the last time in April, while the even smaller board partner cards will probably do without it. Thank you for that, sometimes it can also be the tried and tested.
Retailers have not yet been given a firm MSRP for the upcoming GeForce RTX 4070, only a sort of from-to range where the cards should be expected. NVIDIA will certainly provide more and more detailed information in the near future.
