Hi all,
It was suggested on Reddit that this was a good place to post this, so here I am. It seems that this is a newer version (3.15) of AMDVbFlash than what is commonly available (3.04), and was (accidentally?) Included by a vendor in a piece of software that shouldn't really need it. It's possible that it will be removed from the software after it becomes known that it's in there, so if this interests you don't delay in securing yourself a copy. There is a changelog included, and the updates have fixed a couple of minor bugs and added support for newer hardware. So without further delay ...
... the software is Gigabyte RGB Fusion 2.0, specifically the release contained in "RGB_Fusion_B20.1210.1.zip"
You will either have to unpack the installer, or actually install it and look for the "AtiTool" subdirectory inside of where the program is installed. (Caution when doing this, as RGB Fusion 2.0 will install a lot of drivers that you probably don't want)
